This is impressive that a northern state is willing to treat bass as an important fish - Pennsylvania Boat and Fish Commission has hosted three annual black bass workshops that involve all kinds of bass anglers with fisheries scientists from Pennsylvania and abroad including some very notable bass biology experts. I think this is great for bass fishing's future and we should all be aware of it and the possibilities it brings: Pennsylvania hosts 'Black Bass III' workshop by Craig LambCheck it out please.
